Rob Clark, PE, Joins IEA as Senior Project Manager in San Antonio
Meet Rob Clark – Leading IEA’s Growing Water Practice
As IEA continues to expand its water practice across Texas, we are excited to welcome Rob Clark, PE, as a Senior Project Manager in our San Antonio office.
“I am excited to join IEA and leverage my 30 years of civil engineering experience and continue to develop the infrastructure of the Greater Metropolitan San Antonio area,” said Rob. “I look forward to leading multi-disciplined teams to deliver constructible, cost-effective solutions that support the region’s continued growth.”
Rob will support IEA’s water and wastewater initiatives across Texas, leading project delivery efforts, supporting business development, and working closely with municipalities to provide reliable, long-term infrastructure solutions.
“IEA is deliberately expanding its footprint through both geographic growth and diversification of service lines, and Rob brings immediate value on both fronts,” said Shakeel Ahmed, PE, CEO.
Rob specializes in the planning, design, and construction of public infrastructure improvements, including roadways, drainage, and municipal water and wastewater systems. His background includes managing teams, coordinating with multiple agencies, and delivering complex infrastructure projects across Texas.
Rob has a passion for serving his local community. He has served on multiple boards and commissions with the City of New Braunfels and several chambers of commerce in Central Texas.
Local community leaders gained confidence in Rob’s technical expertise and frequently reached out for advice on technical issues related to public infrastructure improvements. Rob takes pride in knowing his guidance helped shape cities where families live and work.
“It was an honor to have so much influence in the city I lived and raised my children,” said Rob.
Rob’s experience includes large-scale water infrastructure projects that support long-term community resilience. For example, he recently managed the design of several water and wastewater utility infrastructure projects for the City of Austin’s Water Department and completed the overhaul of water and wastewater infrastructure for a large residential neighborhood for the City of Fort Worth’s Water Utility Department.
On a Water Supply project for the City of Kenedy, Rob helped ensure reliable water supply for the citizens. This smaller municipality received TWDB grant funding for this 26-mile, large diameter water transmission pipeline and associated pumping facilities project.

Rob’s leadership approach is grounded in communication, coordination, and strategic problem-solving.
“Effective leadership requires proactive stakeholder coordination and a focus on constructability from day one,” Rob said. “My goal is to empower my team while remaining flexible enough to adapt when field conditions change.”
Throughout his career, Rob has consistently delivered quality solutions for clients.
One example includes his value engineering work with the U.S. Army Corps of Engineers, where his efforts contributed to more than $20 million in project savings, demonstrating his ability to balance technical performance with fiscal responsibility.
Outside of work, Rob enjoys spending time outdoors and staying active in the San Antonio community.
“I really enjoy walking and cycling on the city’s greenway trails, as well as golfing at local courses,” he said.
