Max Proctor, PE Joins IEA as Senior Project Manager

Max, a native Texan, brings his expertise to his new role as a senior project manager at IEA’s growing Austin office. While serving in the United States Air Force he returned to Texas and received a Bachelor of Science in Engineering from Midwestern State University.  

Upon completion of his military service, Max began his civil engineering career with TxDOT in March of 2000. Max started his TxDOT career in Wichita Falls District as an Engineer-in-Training (EIT). He advanced within TxDOT serving in multiple districts and divisions over time, culminating in his last two positions with the Design Division (DES). As the Director of Plan Development for DES, Max supervised the delivery of over $250 million dollars of schematic and Plans, Specifications, and Estimates (PS&E) projects for 10 different TxDOT districts.  He also headed up TxDOT’s digital delivery program, transitioning roadway design across the state from a 2-dimensional to a 3-dimensional process.   

Max took a brief two-year hiatus to work as the director of PS&E development for an engineering consultant in the Austin area before returning to TxDOT in January 2021. Max’s final position with TxDOT was the Director of Final PS&E Processing for DES. In this role, he was responsible for TxDOT’s annual construction letting. He and his staff tracked, reviewed, processed, and advertised over 10 billion dollars of construction projects every year. In addition, Max conducted monthly letting briefings for TxDOT administration. Retiring in December 2023 from TxDOT, Max had dedicated over 22 years in the organization. 

CONTRIBUTING TO IEA’s GROWTH AND SUCCESS

In his new position at IEA, Max will leverage his extensive experience to assist IEA in delivering current transportation projects and expanding the company’s project portfolio. As a senior project manager, he will be instrumental in helping drive IEA’s growth and success. 

Max’s deep understanding of the TxDOT project development process will be invaluable to IEA. His expertise spans planning, scheduling, environmental documentation, ROW acquisition, schematic development, PS&E development, traffic engineering, plan review, roadway contract advertisement, and construction engineering and inspection. Over the years, Max has successfully managed and delivered hundreds of PS&E sets for highway and bridge projects across Texas. His comprehensive knowledge and hands-on experience will significantly enhance IEA’s project delivery capabilities. 

AWARDS AND RECOGNITIONS

As a voting member of the 2024 TxDOT Spec Committee, Max was integral in the review and approval of new specifications that will set the standard for all TxDOT projects over the next decade. His contributions to this committee showcase his expertise and dedication to advancing civil engineering standards. 

LIFE OUTSIDE OF ENGINEERING

Outside of his professional life, Max is an avid martial artist practitioner. He trains in Brazilian Jiu-Jitsu and is set to test for his brown belt in Krav Maga later this year. Max is also a certified Krav Maga and firearms instructor, regularly teaching classes in both disciplines.  

Max’s impressive career and diverse interests make him a valuable addition to IEA. With his expertise and dedication to continuously grow, he will undoubtedly contribute to the IEA’s continued success and growth in the transportation sector.
