Northpointe Boulevard Segment 2, Harris County Engineering Department
Harris County, TX

IEA is managing final construction documents, all applicable permit approval, and paving and drainage design.

This project widened the existing 2-way, 2-lane roadway to 4-lane divided roadway with curb and gutter, an H&H study to analyze existing and proposed conditions, and upgrading the facility to ADA ramp standards. IEA prepared a Preliminary Engineering Report (PER) and developed a Utility Conflict Matrix and construction cost estimates. IEA is managing the geotechnical investigation and signalization subconsultants, ensuring the project stays on schedule, under budget, and meets the client’s expectations for design criteria and quality.

IEA is designing the roadway in accordance with Harris County requirements. The project consists of constructing a half boulevard roadway section approx. 0.6-miles long. The proposed profile incorporates the Stage 1 inlets placed when the original half boulevard section was constructed.

IEA is ensuring compliance with minimum grade requirements outlined by the Harris County geometric design criteria. IEA is performing extensive utility coordination due to the fully developed nature of the project. IEA prepared and is maintaining a detailed Utility Matrix identifying all utilities (conflict and non-conflict).

IEA developed an existing condition baseline Storm Water Management (SWMM) model to establish existing peak discharge, velocities, stage storage relationships, and hydraulic grade lines (HGLs) throughout the study area. This model included several large regional detention ponds in residential neighborhoods, storm sewer pipes, and culverts. Once the existing conditions were established, IEA focused on developing the proposed conditions model. IEA updated the proposed impervious area from the new roadway surface and integrated the proposed storm sewer pipes into the model. To mitigate these increases, IEA designed linear storage locations in key areas within the proposed storm sewer system.

IEA is designing sidewalk upgrades to current ADA ramp standards.
